Government has decided to extend the Acquisition and Cross-Services Agreement (ACSA) with the United States, Prime Minister Ranil Wickremesinghe told Parliament yesterday.
The proposed extension will amend the initial agreement signed between the two governments in 2007 but may not have a specific period or expiry date. However, either party could give 180 days’ notice in the event of termination.
According to the Prime Minister, the governments have agreed to assist each other with their respective needs. “These types of agreements are important considering current political developments in the world. ACSA will further strengthen Sri Lanka’s capacities in the defence field and opportunities for the Lankan security forces with training, skill development and will increase interoperability between the two countries. The agreement provides for the countries to transfer and exchange logistics supplies, support and re-fuelling services, either in kind or in cost, during peacekeeping missions, humanitarian operations and joint exercises.”
“Several rounds of preliminary discussions were held in this regard with the US counterparts. Thereafter, several other rounds of discussions on technical issues were held with the participation of the commanders of the tri-forces, Director General of Sri Lanka Coast Guards and defence ministry officials. US representatives took part in these meetings. However, the US Government has requested further time to sign the renewed contract,” said the Prime Minister, promising to table the agreement in Parliament. (AH)
