CMC set for digital leap in revenue collection with $ 8.5 m KOICA boost

In a major step towards modernising public finance and service delivery, the Colombo Municipal Council (CMC) is poised to revolutionise its revenue collection system with a cutting-edge automation initiative, backed by an $ 8.5 million grant from the Korea International Cooperation Agency (KOICA). 

The move was approved by the Cabinet of Ministers on Monday, marking a decisive push toward efficient country’s commercial capital.

Addressing the weekly post-Cabinet meeting media briefing yesterday, Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said, the ambitious projects will automate the four core revenue streams of the CMC; assessment tax, licences fees, trade tax and stamp duty—each a vital contributor to the city’s financial backbone. 

With support from the Public Administration, Provincial Councils and Local Government Ministry and the External Resources Department, a concept paper was submitted to KOICA, which responded positively with the funding commitment.

Legal and diplomatic clearances for the initiative have already been secured, with the Attorney General’s Department and the Foreign Affairs, Foreign Employment and Tourism Ministry giving the nod to proceed.

“This project is not just about automation, it is about transforming the way public engages with Local Government and unlocking the full potential of Colombo,” Dr. Jayatissa said, noting that digitisation is expected to reduce leakage, speed up processes and improve public service.

The proposal presented by Public Administration, Provincial Councils, and Local Government Minister Dr. A.H.M.H. Abayarathna was approved by the Cabinet of Ministers.
