The effective implementation of the National Budget has been a key concern for many years. To enhance the feasibility of budget proposals and extend the discussion beyond just the month following a Budget speech, the Ceylon Chamber is launching a seminar series titled ‘Implementing the National Budget 2025.’ This initiative aims to drive actionable insights and ensure a more structured approach to execution. The first in this seminar series will be held from 9 a.m. – 11 a.m. on 11 March at the Ceylon Chamber Auditorium.
This session will focus on tax-related policy shifts, including the removal of the Simplified Value Added Tax system, introduction of the Digital Services Tax, and other significant amendments to the VAT (Amendment) Bill and the Inland Revenue Department (Amendment) Bill.
The Keynote Speaker at the event will be Deloitte Sri Lanka and Maldives Head of Tax Charmaine Tillekeratne. An expert panel comprising of Ministry of Finance Tax Policy Advisor Thanuja Perera, and IRD Commissioner, Tax Policy and Legislations Unit S. Iyesha Asanthi will represent the policymakers while JAAF Secretary General and EASL Chairman Yohan Lawrence, and Easwaran Brothers Export Ltd. Chairman and TEA Immediate Past President Ganesh Deivanayagam will present the views of the private sector, their implications for businesses, and strategies for compliance and adaptation. The discussion will be moderated by EY, Head of Tax Sri Lanka Partner Sulaiman Nishtar.
The Ceylon Chamber submitted comprehensive recommendations to the National Budget 2025, under several broad policy areas, including trade facilitation reforms, enhancing digital infrastructure, and revenue administers, governance reforms, and enacting critical legislation such as the Economic Transformation Act. Several of the Chamber’s recommendations were incorporated in the Budget. The sessions following the inaugural, will focus on areas related to the proposed legislative changes to improve the investment climate and trade facilitation.
