Academic Dr. Kapila Ranasinghe has been appointed as the Chairman of the Skills Development Fund Ltd. (SDFL) by Prime Minister Ranil Wickremesinghe.
The SDFL was established as a pilot project in 1998 on the recommendation of Presidential Task Force on Technical Education and Vocational Training. Initially, the International Labour Organisation (ILO) and United Nations Development Program (UNDP) sponsored towards establishing SDFL.

The SDFL was registered under the Reg. number N (PBS) 832 as a Limited Liability Company on 20 August 1999 under the Company Ordinance No. 17 of 1982. In September 1999, the Cabinet of Ministers approved a sum of Rs. 100 million to purchase shares of SDFL and is now a self-funded institute.
The Employer’s Federation of Sri Lanka is an investor in addition to the Rs. 100 million share of the state. The SDFL functions under the supervision of the Ministry of Skills Development and Vocational Training. Dr. Ranasinghe is the Group CEO of Pioneer Institute of Business and Technology Ltd. (PIBT). He has a PhD from Cambridge University, MBA from the University of Colombo and a BSc from the University of Colombo. He holds currently several positions in the Ministry of Health.
