Seminar on pros and cons of Port City Colombo’s proposed legislature

With the Port City Colombo Commission Bill tabled in parliament on the 8 April, and it expected to be approved by Parliament soon, a seminar on the pros and cons of the Port City Colombo proposed legislature will be held on the 4 May, at Cinnamon Lakeside Colombo commencing 2 p.m.  

A high-powered five to seven-member Colombo Port City Economic Commission, with adequate powers at its disposal, will function as a Single Window Investment Facilitator in relation to the grant of any registration, license, authorisation or approval for business entities in the Special Economic Zone (SEZ).  

Key areas for discussion will centre around the topics of: Establishment of the Colombo Port City Special Economic Zone; Operation of offshore companies; Operation of offshore Banking business; Applicability of The Securities and Exchange Commission (SEC) Act; Applicability of the Condominium Management Authority Law; Role of the Estate Manager; Priority in hearing Legal Proceedings; and International Commercial Dispute Resolution Centre 

Speakers and topics for discussion will be: An Introduction to the New Port City and the Benefit to the economy by CHEC Colombo Port City Assistant Managing Director Thulci Aluwihare; Salient Features of the New Proposed Legislature and its legal implications for Sri Lankan Businesses by Dr. Asanga Gunawansa Ph.D. (NUS); and Contractual Issues in Foreign Investment Transactions and One Belt One Road Initiative and Legal Impediments by President’s Counsel Dr. D.C. Jayasuriya.

The seminar will be chaired and moderated by Attorney-at-Law and Solicitor UK Malik Cader, who will also speak on the applicability of the SEC Act. 

The seminar is meant for foreign investors, commercial heads of diplomatic missions, heads and management of blue chip companies, banks, real estate companies, importers, exporters, finance companies, freight forwarders, stockbrokers, accountants, lawyers, and financial market regulators.  It will focus and provide clarity on issues on opportunities, legal implications and contractual issues.
