Champika to discuss proposed ‘Research and Development Investment Framework’

Minister of Technology and Research Patali Champika Ranawaka will address the National Chamber members on the proposed National Research & Development Investment Framework 2015-2020 on Friday 5 September 2014 from 10:30 a.m. to 12:30 p.m. at the National Chamber Auditorium, No 450 D.R. Wijewardene Mawatha, Colombo-10.
The framework was compiled by ten expert groups and was adopted by scientists and engineers who attended the 7th Biennial Conference on Science & Technology (BICOST –VII) held on 7 July 2014 at the Waters Edge. The conference had a participation of 340 delegates comprising researchers, scientists, non-academic institutions, engineers, private sector stakeholders, civil society, and representatives from government ministries/departments. Having recognised the importance of effective contribution towards the economic growth of the country, the ministry has embarked on preparation of this framework with extensive stakeholder consultation process addressing needs, social and economic priorities of the country that will secure targeted investment and thereby ensure better outcomes.
Accordingly, the framework identifies ten national priority areas and ten intervention methodologies – in this context ten priority areas for concentration would be 1)Water, 2)Food, Nutrition and Agriculture 3) Health, 4) Shelter, 5) Environment, 6) Energy, 7)Textile & Apparel, 8) Mineral Resources, 9) Information Communication Technology and Knowledge Services, 10) Basic Sciences, Emerging Technologies and Indigenous Knowledge.
It has also identified ten strategic intervention sectors namely, policy planning, research, innovations, nano technology, biotechnology, information and communication technologies, indigenous knowledge, science and technology infrastructure, skills development, marketing and promotion.
The expected outcomes of these interventions are the ‘enhancement of quality of life of the people’ and ‘enhancement of economic development of the country’.
