Irene, after Katrina: Was New York really ready?

It was on 22 December 2010 that I wrote an article in the Thought Leadership Forum titled ‘Flood Damage Risk Reduction – Is it Possible?’ This provided an overview of the impact of Hurricane Katrina and described the manner in which the US Army Corps of Engineers was building a very complex and indeed costly Hurricane and Storm Damage Risk Reduction System (HSDRRS).
