Bids called for completion of BIA Development Phase II Stage 2

The Cabinet Appointed Procurement Committee (CAPC) has called for bids for the completion of the Bandaranaike International Airport Development Project (BIADP) Phase II Stage 2 – Package ‘A1’ focusing on the Passenger Terminal Building (PTB) and associated works.

The project, which involves the construction of the Main Terminal Building (MTB), Pier No. 2 and Pier No. 3 and infrastructure works such as an elevated roadway, power supply, sewage disposal and water systems will have a construction period of 30 months.

 

“Bidders for the new Package ‘A1’ contract are expected to use materials and equipment procured by the former contractor. A site inspection for these materials will take place on 4 October 2024 at the Consultant’s Projects Office in Katunayake,” a top official told the Daily FT.

The original project cost was Rs. 106 billion, when it commenced on 15 December 2020. However, the original contract for Package ‘A’ which commenced in December 2020 was halted due to the economic crisis in the country, leaving the project only 6% complete. 

Funding for the project will come from an existing loan from the Japan International Cooperation Agency (JICA). “Sri Lankan Government has requested additional funding from JICA’s Official Development Assistance (ODA) loans, currently under consideration by the Japanese Government,” he added.

The bidding process will follow JICA’s ODA loan guidelines and is open to eligible bidders from qualified countries. The deadline for submission of bids is 24 December 2024, accompanied by a bid security of Rs. 4 billion and a pre-bid meeting and site visit are scheduled for 12 November at BIA.

On 1 April 2024, then Cabinet of Ministers approved awarding the contract to Access Engineering PLC to build the Main Terminal Building (MTB), Passenger Bridge No. 02 and the Passenger Bridge No. 03 under step 2 of Phase II of the BIADP (https://www.ft.lk/front-page/Access-Engineering-secures-contract-for-BIA-Development-Project/44-760232).

The project is considered a critical infrastructure development for Sri Lanka, aims to boost the country’s capacity to handle growing air traffic and enhance its standing as a key aviation hub in the region.

The completion of the terminal, expects to handle 15 million passengers per annum and eventually ease the air traffic movement.
