The Cabinet of Ministers on Wednesday approved a proposal by President Anura Kumara Dissanayake to submit the Procurement Guidelines 2024 to Parliament, marking a significant step toward enhancing transparency and efficiency in Government procurement processes.
The guidelines, formulated by the National Procurement Commission under the powers granted by Article 156B(1) of the Constitution, aim to establish procedures that are fair, transparent, competitive, and cost-effective for the procurement of goods, works, non-consultative services, and information systems by Government institutions.
Published in Extraordinary Gazette No. 2412/10 on 25 November 2024, the guidelines are designed to standardise procurement practices across all State institutions. They emphasise ensuring fairness and competitiveness while minimising costs and inefficiencies in Government spending.
The initiative is part of the Commission’s constitutional mandate to ensure that public procurement is carried out in a manner that upholds accountability and fosters public trust.
