The Cabinet of Ministers on Monday approved transferring the responsibility for achieving goals outlined in the Ministerial Result Framework to the Secretaries of relevant line Ministries.
“The move aims to enhance accountability and prevent the underutilisation of resources in the 10 Ministries with the highest Budget allocations,” Cabinet Co-Spokesman and Minister Bandula Gunawardena said at the post-Cabinet meeting media briefing yesterday. He elaborated on the importance of institutionalising result-based management in the public sector, stating that it would facilitate continued monitoring and resource optimisation. Gunawardena said the Department of Project Management and Supervision collaborated with line Ministries to prepare Ministerial Result Frameworks for the 10 Ministries with the highest Budget allocations.
“Under these Ministries there are many other State agencies and institutions,” he said, adding that these frameworks are designed to ensure the timely accomplishment of development goals and the realisation of expected benefits within the respective institutions.
“They will operate in alignment with the hierarchical responsibilities of each Ministry. The implementation of these frameworks is expected to create a results-oriented institutional structure capable of measuring the effectiveness of investments. Ultimately, this will enable the Government to efficiently fulfill the needs of the people,” he added.
The proposal, presented by President Ranil Wickremesinghe in his capacity as the Finance, Economic Stabilisation and National Policies Minister received approval from the Cabinet of Ministers.
