The Cabinet of Ministers on Monday approved the timeline for the preparation and presentation of the 2025 Budget, with the Appropriation Bill scheduled to be presented to Parliament on 9 January.

The second reading, also known as the Budget speech is set for 17 February, while the third reading and debate will take place from 27 February to 21 March 2025.

“The Government aims to lay the groundwork for economic rejuvenation while strengthening public trust and addressing citizens’ expectations,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said at the post-Cabinet meeting media briefing yesterday.

He said it is expected to obtain the proposals from all the Ministries within the first two weeks of December enabling to provide the necessary provisions to implement the projects and the programs identified by each Ministry under the scope of each subject in terms of the policy declarations of the Government subject to the expenditure limitations stipulated in the Public Finance Management Act No. 44 of 2024.  

Economists opined that the upcoming Budget is a key test for President Anura Kumara Dissanayake’s administration as it seeks to consolidate its reform agenda and regain economic stability, whilst meeting the people’s expectations for improved governance and inclusivity.
