Mixed bag of institutions for Ministers

  • CB, SEC, EPF, Utilities Commission and National Youth Services come under Ranil
  • Malik gets BOI, EDB and Mahapola Fund
  • Ravi K loses state banks and subsidiaries as well as Sri Lanka Insurance to Kabir Hashim who also gets SriLankan Airlines, Mihin and former taken over enterprises under liquidation as well as land bank of select state enterprises
  • Rishad gets CWE and several others
  • Airport and Civil Aviation comes under Transport Minister Nimal Siripala

The Government yesterday released the list of institutions and functions for respective Ministries causing cheer for some Ministers and disappointment for others.

According to the gazette notification released on the subject purview of ministers, some of the subject purview have been amended.

Security, Mahaweli Development and Environment still remain under the president’s purview but 22 institutions, which functioned under the Prime Minister earlier, have been moved to other ministries.

According to the gazette, 20 institutions including the Central Bank, EPF, National Youth Services Commission, Exchanges and Securities Commission, External Resources Department, Census and Statistics Department, CRIB, Public Utilities Commission and National Human Resources Development Council will fall under the Ministry of National Policies and Economic Affairs coming under the purview of Prime Minister Ranil Wickremesinghe.

The 35 institutions which functioned under the Finance Ministry earlier have been reduced to 26. Some of the removed institutions are: State Banks, National Salary Commission, Import and Export Department and Sri Lanka Insurance Corporation.

However Finance Minister Ravi Karunanayake will be in charge of 26 institutions including the Treasury, Customs, Inland Revenue Department, Sri Lanka Insurance Board, National Lotteries Board and Development Lottery.

Apart from state banks and all subsidiaries, Kabir Hashim, Minister of Public Enterprises, has in total 19 institutions including SriLankan Airlines and Mihin Lanka, Sri Lanka Insurance Corporation, Hotel Developers, Charmers Granary, several prime land owned by Lanka Tractors, Cashew Corporation, Ceylino Leisure Ltd. All of the re-vested entities acquired under the Takeovers Act, including Pelawatte, Sevanagala sugar factories are under him.

Minister of Development Strategy and International Trade Malik Samarawickrema has got 

BOI, EDB, Import and Export Control Department and the Mahapola Fund.

Industry and Commerce Ministry held by Rishad Bathiudeen has 36 institutions including CWE (Sathosa), State Trading, Laksala, Salusala and a host of other state enterprises such as Hingurana Sugar, National Paper Corporation etc.

Transport Minister Nimal Siripala De Silva will is charge of the Civil Aviation Authority, and Airport Services.

Minister of Megapolis and Development Patali Champika Ranawaka will have Urban Development Authority, an institution which was sought by Rauf Hakeem, Minister of Urban Development and Water Supply. Primary Industries Minister Daya Gamage has only Export Agriculture Department.

Minister of Law and Order and Prison Reforms Thilak Marapana will be in charge of the Police Department, Dangerous Drugs Control Board, and Prisons Department.

Department of Immigration and Emigration, Department of Registrations of Persons, National Museum Department will fall under the purview of Minister of Internal Affairs, Wayamba Development and Cultural Affairs S.B Navinne.

Ten institutions including the Paddy Marketing Board, the Health Department, will fall under the purview of minister of rural economy P. Harrison.

Minister of Public enterprise development Kabir Hashim will be in charge of 19 institutes including all state banks, SriLankan Airlines and Mihin Lanka.

The Central Cultural Fund will fall under the purview of Education Minister Akila Viraj Kariyavasam.

At the same time, two new institutions - National Salary Commission and National Center for Leadership Development – have been taken under the Prime Minister. The Central Bank functions under the Prime Minster as usual.

Meanwhile Sri Lanka Thriposha Company Limited has been added to the Health Ministry.

20 institutions have been added to the Education Ministry this time. Earlier 12 institutions only came under the purview of the Education Ministry.  However National Education Commission has been removed from the Education Ministry.  Among the newly added institutions are: Archaeological Department, Central Cultural Fund, National Art Council and Department of National Archives.
