Sri Lanka slipped one notch in the Failed States Index to 28th position from 29 in 2012, a special annual report by the Foreign Policy Magazine and Fund of Peace has found. The report that ranks Somalia as the world’s most failed state lists 59 countries is formulated on the basis of 12 core social, economic and political indicators including demographic pressures, human flight, human rights, factionalised elites, economic decline, delegitimisation of the state and uneven development. Sri Lanka has seen a decline in the human rights, economic decline, factionalised elites and delegitimsation of the state categories In South Asia, both Nepal and Bangladesh have fared better that Sri Lanka, ranking 29 and 30 on the index. Compilers of the report say the Failed States Index (FSI), produced by The Fund for Peace, is a critical tool in highlighting not only the normal pressures that all states experience, but also in identifying when those pressures are pushing a state towards the brink of failure. By highlighting pertinent issues in weak and failing states, the FSI makes political risk assessment and early warning of conflict accessible to policy-makers and the public at large. (DB)
