Treasury issues circular on higher COL Allowance for public sector

The Treasury has issued a circular implementing the increased Cost of Living (COL) Allowance payment for public sector personnel from January as per the 2014 Budget proposal presented by President and Finance Minister Mahinda Rajapaksa. Accordingly the COL allowance for public servants has been increased by Rs. 1,200 to Rs. 7,800 with effect from 1 January 2014 and for those employees who serve on daily wages on casual basis by Rs. 40 to Rs. 260. The cost of this Budget proposal is Rs. 17.3 billion. The 2014 Budget also proposed to increase the COL Allowance to pensioners who retired before 2006 by Rs. 600 and by Rs.400 to others. President Rajapaksa also requested private sector employers who do not adjust salaries of employees in line with the COL Allowance to suitably increase the wages of their employees. The Management Services Circular was numbered 01/2014 and was issued by Secretary to the Treasury Dr. P.B. Jayasundera to secretaries of ministries, chief secretaries of provincial councils, chairmen of Government corporations, statutory boards and fully-owned Government companies.
