Calibre of Sri Lankan Ministers: Can we take a learning from Rwanda?

In Rwanda, the job of a Minister (as a member of the Cabinet) is an executive position with clear responsibilities and deliverables, like a CEO of a company.
Interestingly, Ministers cannot be Members of Parliament, ensuring a clear separation of executive and legislative responsibilities.
This also eliminates the possibility of politicians (without relevant competence) from trying to act as subject matter experts.
This system ensures that highly competent individuals with subject matter competence are appointed to manage specialised ministries.
The calibre of Ministers in Rwanda and the country’s remarkable socio-economic transformation are clear evidence of the effectiveness of this approach.
