Work on National Human Resources and Employment Policy starts

The Coordinating and Monitoring Unit of the Implementation Master Plan of the National Human Resources and Employment Policy was opened this week.
With ILO technical support, the National Human Resources and Employment Policy (NHREP) and its implementation master plan was formulated by Senior Ministers Secretariat to promote the concept of decent work within the context of the country’s rapid development trajectory. The NHREP has a dual function: to enable the country’s human resources to be developed and contribute fully to economic and social well-being which would lead to a satisfying life. This policy has been aligned to the ‘Mahinda Chinthana’ vision for a new Sri Lanka, the Ten Year Horizon Development Framework and United Nations Development Assistant Framework (UNDAF). It was approved by the cabinet in September 2012.
The NHREP has identified nineteen main areas for intervention and these areas have been categorised into five main pillars in order to develop strategies for implementation. Results based implementation framework has been prepared consisting of actions, guidelines, outputs, outcomes and key performance indicators. Government Ministries, the Employer’s Federation of Ceylon, Ceylon Chamber of Commerce and the Federation of Chambers of Commerce and industry of Sri Lanka (FCCISL) and Trade Unions and other social partners were involved in the preparation of the Detailed Action Plan to implement NHREP.
Accordingly the Senior Ministers’ Secretariat has taken action to establish a Coordinating Unit at the Senior Ministers’ Secretariat to coordinate and monitor the progress of implementation of the Master Plan.
This Coordinating and Monitoring Unit was inaugurated on 24.06.2014 at 9:30 a.m. at the Senior Ministers’ Secretariat and was declared open by Senior Minister for Human Resources D.E.W. Gunasekara. Senior Minister for Scientific Affairs Prof. Tissa Vitharana and ILO Country Director for Sri Lanka and Maldives Donglin Li graced this occasion with their presence. Li spoke highly of this initiative as good example to follow in terms of managing results of this depth and width. He congratulated the Government on their initiative and efficiency in putting the Implementation Plan and Monitoring and Reporting System in place within a short period.
