Dr. Dileepa De Silva, first Sri Lankan appointed as Chairman of APICTAN

It was a matter of great pride for Sri Lanka when the Executive Committee of Asia Pacific ICT Alliance (APICTA) appointed Dr. Dileepa De Silva who is on the executive council of BCS The Chartered Institute for IT, Sri Lanka Section as the Chairman for APICTA 2014-2015, considering the significant role he has played and also Sri Lanka’s substantial contribution in the growth of the Alliance over the past 10 years. The Asia Pacific ICT Alliance (APICTA) is a regional cooperation of ICT associations to provide a platform for innovators and entrepreneurs in the ICT sectors in the region to benchmark their products with each other. The Asia Pacific ICT Alliance (APICTA) Awards, was initiated to provide a platform for innovators and entrepreneurs in the ICT sectors in the region to benchmark their products. It is also aimed at stimulating economic and trade relations through technology transfers, providing companies with business matching opportunities and exposure to venture capitalists and investors. Presently APICTA membership comprises of 18 economies of Asia Pacific and the secretariat of APICTA is based in Malaysia. Each Economy is represented by two Executive Members and Sri Lanka is represented by FITIS and BCS Sri Lanka Section. Last year Hong Kong Hosted the APICTA 2013 and 13 economies sent 223 products for the competition for 17 categories. There were 59 judges from 13 economies. Sri Lanka managed to win six awards last year. Dr. Dileepa de Silva is an IT Management Consultant who has 35 years experience in the field of Information Technology. He has a doctorate in Engineering and a Masters’ Degree in Engineering. He is a Fellow Member of BCS The Chartered Institute for IT, a Fellow Member of CMI (UK), Chartered IT Practitioner (CITP) and a member of Computer Society of Sri Lanka. He became as the Chairman of BCS, Sri Lanka Section in 2007/2008 period. He has been in BCS Sri Lanka section since in its inception and he was instrumental in formulating guidelines in various activities of the section. At present he serves as an advisor to the council. He was the Past President of Sri Lanka Association for the Software Industries. For his yeomen services to ICT Industry, he was awarded the Life Time Achiever Award in 2008 by the industry. Dr. de Silva was the Director General Manager of one of the largest IT Groups in the country, and since 1997 work as an ICT Consultant involved in implementation of large ICT Projects. He is a consultant to the ID card project for Sri Lanka and was the consultant for the computerisation of the Department of Immigration & Emigration of Sri Lanka. He has been involved in World Bank and ADB projects in several countries and presently the Managing Director of Information Technologies Management Ltd. He has been involved in Asia Pacific ICT Alliance from 2003 and been an executive member of it from 2003. He was the chairman of the sub Committee of Judging Committee and was in initial team who formulated the Judging Guideline Manual. Later he was in the Advisory Member of the Judging Panel of APICTAN.
