Attorney General Dappula de Livera has informed the Secretary to the Ministry of Health that the draft circular containing instructions for Public Health Inspectors to control the spread of COVID-19 during the General Election period is contrary to the law.
Coordinating Officer to the Attorney General State Counsel Nishara Jayaratne said through the circular the powers vested with the Public Health Inspectors to directly enter any premises of election propaganda rallies and polling centres in order to detain and prosecute have been removed.
The Attorney General has stated that the powers to take legal action against those who violate health guidelines issued for the conduct of the General Election have been removed from the PHIs and made subject to the directions of the Medical Officer of Health.
Therefore, the Attorney General has informed the Health Secretary that the said draft circular is contrary to the law.
