PF, SIPRI join in addressing Strategic Stability and Nuclear Risk

International experts from the Republic of Korea, United States, Russian Federation, Republic of India, Netherlands, People’s Republic of China, Islamic Republic of Pakistan and local experts representing the Lakshman Kadirgamar Institute, Colombo University and SimCentric Technologies team with Pathfinder Foundation members

 

The Stockholm International Peace Research Institute (SIPRI) in co-operation with the Pathfinder Foundation (PF) held the third in the series of international workshops on Mapping the Impact of Machine Learning and Autonomy on Strategic Stability and Nuclear Risk. The event was held at the Cinnamon Hotel, Colombo.

It has been recognised that recent technological advances in areas of machine learning and autonomy have an important improvement in almost all dimensions of military activities, warfare, including the use of air space and missile defence, electronic and cyber warfare. Such developments naturally generate new and unprecedented risks to international security and strategic stability while also paving the way for positive developments. Understanding the need for in-depth study and analysis at strategic and technical level, SIPRI has been awarded a grant from the Carnegie Corporation of New York to conduct a two-year research project in order to fill the existing gaps in this area through research, interviews and series of workshops.

The Pathfinder Foundation, by associating with this pioneering and landmark activity, facilitated SIPRI in bringing together a group of experts with complementary expertise (academic, diplomatic, legal, military and technical), who will have a particular interest in various aspects of military technologies developments.

The guest speaker at the workshop was Ministry of Foreign Affairs Secretary Ambassador Ravinatha Aryasinha.

An impressive list of international experts from the Republic of Korea, United States, Russian Federation, Republic of India, Netherlands, People’s Republic of China, Islamic Republic of Pakistan and local experts representing the Lakshman Kadirgamar Institute, Colombo University and SimCentric Technologies spoke at the event.

Workshop synthesis and concluding remarks were made by Pathfinder Foundation Chairman Bernard Goonetilleke and SIPRI Disarmament, Arms Control and Non-proliferation Program Senior Researcher Dr. Petr Topychkanov.
