The Government of Japan has donated $ 111,571 (Rs. 14 million) in aid for ‘The Project for the Livelihood Enhancement for Resettled Communities of Internally Displaced Persons in the Mullaitivu District’. The Sevalanka Foundation, which is the organisation implementing this project, will construct a paddy store, a packing and sales centre with equipment and a fully-equipped grinding mill. The project will also provide essential training skills such as leadership, bookkeeping, marketing, etc. for women, the disabled and other vulnerable communities in the area. The Government of Japan believes that the recovery of livelihood and economic growth of the people who live in poverty-stricken areas need to be complemented by infrastructure rehabilitation. An integrated approach of this nature will pave the way for durable peace and inclusive development in all parts of the country in the long run. Sewalanka Chairman Dr. Harsha Kumara Navaratna, commenting on this project, said: “The project will focus on sustainability through collaboration with civil societies, the major benefits of which will be reaped by 173 women-headed households and 47 disabled persons. This project will support the Manthuvil and Malighathivu GN Divisions of the PTK DS Division of the Mullaitivu District. 1,004 households (3,125 persons) returned to villages in August 2012. Though supported by early recovery assistance, the absence of livelihood infrastructure was a major impediment to realising the community’s economic sustainability.” This project, funded under the Grant Assistance for Grassroots Human Security Projects scheme (GGP), is expected to create a significant impact in the lives of resettled people in terms of ensuring human security. The grant contract was signed between Ambassador of Japan, Nobuhito Hobo and Sevalanka Chairman Dr. Harsha Kumara Navaratna on 11 March 2015 at the Ambassador’s residence in Colombo.
