Lakshman Kadirgamar Memorial Oration 2013 organised by the Lakshman Kadirgamar Institute for International Relations and Strategic Studies was held yesterday at the Foundation Institute. The oration was delivered by the World Intellectual Property Organisation Director General Dr. Francis Gurry.
