Parliament approves Construction Industry Development Bill

By Ashwin Hemmathagama Our Lobby Correspondent The Construction Industry Development Bill received Parliament approval yesterday, following a few minor amendments. Once enacted, the Construction Industry Development Act will apply to all construction activities in the country, with the new regulations introduced to formalise and standardise the activities of the industry at large. Moving the Bill, Construction, Engineering Services, Housing and Common Amenities Minister Wimal Weerawansa said that Sri Lanka is currently enjoying a “golden era” in terms of construction and the Bill was the result of efforts made during the last 18 years. “Last year the construction industry showed over 21% growth and the contribution was 8.6% to the GDP. This has increased to 9.7% in the first quarter of 2014. Today, we see a requirement to regularise the industry with Government intervention. This Bill represents all segments and sectors of the construction industry and the trade,” he stated. The Bill provides the necessary legal parameters for the establishment of the National Advisory Council on Construction, the Construction Industry Development Authority and the Construction Industry Development Fund, according to Minister Weerawansa. “We will bring in recognition to all engaged in the construction industry, give them research orientation, an identity card and take measures for the improvement and wellbeing of the industry’s professionals, manufacturers, suppliers, contractors and craftsmen, and for the settlement of disputes related to construction activities. The national policy introduced in this Bill will fill the vacuum,” Minister Weerawansa added. However, joining the debate, Opposition lawmaker Palitha Range Bandara rated the Bill as an effort taken to raise more funds for Government coffers. “You have brought this Bill when everything started to dilute. The Bill is nothing more than a failed effort. He has brought all employees to the gallery. However, the Bill is nothing more than an effort taken to raise more funds from the construction industry. These funds will be used to bridge the gap which came up from Chinese borrowings. Leave alone new laws introduced to regulate the industry, Take the COPE report for an example. The Government has failed to implement COPE recommendations,” he asserted.
