Brief descriptions of Agreements/MoUs to be signed with Pakistan

1. Academic Cooperation Agreement (ACA) on Exchange and Collaboration between the National Defence University of Pakistan and Lakshman Kadirgamar Institute of International Relations and Strategic Studies (LKIIRSS) of Sri Lanka The Agreement provides an opportunity for Lakshman Kadirgamar Institute of International Relations and Strategic Studies (LKIIRSS) of Sri Lanka, which is dedicated to analyse Sri Lanka’s strategic interests in the realm of international relations, to link with a similar, well recognised regional institute with over-arching principles of mutual respect, equality and benefit. The Agreement provides a framework to enhance the relationship in sharing of knowledge, experiences, and information in the areas of mutual interest contributing towards the multi-tier interactions between Sri Lanka and Pakistan.     2. Agreement on Cooperation against Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and their Chemical Precursors between Sri Lanka and Pakistan Narcotic drugs and psychotropic substances have become a major socio-economic issue in Sri Lanka and the region, and according to intelligence sources, the majority of drug traffickers to Sri Lanka are nationals of Pakistan. The main purpose of the MoU is to enhance awareness of the seriousness of crimes related to narcotic drugs such as production, cultivation, import, smuggling, promotion etc., and educate people on the gravity of after effects to their health. The MoU provides avenues to establish regular contacts between officials and experts in both countries and exchange information of drug trafficking and money laundering, techniques of smuggling/ delivery operations, and capacity building of experts in the field.     3. MoU for Cooperation on “ Disaster Management” between the Ministry of Disaster Management of Sri Lanka and National Disaster Management Authority, Climate Change Division of Pakistan Purpose of the MoU is to enhance mutual cooperation between Sri Lanka and Pakistan in the area of disaster management. It is expected to formulate an effective disaster management methodology with adequate legal and administrative provisions required to act during humanitarian emergencies in Sri Lanka and Pakistan. The cooperation includes the development of voluntary early warning system necessary for the management of natural disasters such as tornados, floods, landslides, draughts, and tsunami. The two parties are expected to work closely by way of conducting regular training, workshops, and conferences for awareness and capacity building of experts and sharing information in the respective areas.     4. MoU between Sri Lanka and Pakistan in the Field of Sports MoU is expected to provide the necessary framework for cooperation in the field of sports on the basis of reciprocity and mutual interest. It encourages and promotes the exchange of programmes, experiences, skills, techniques, information in the areas of boxing, golf, karate, table tennis, volleyball, hockey and cricket. Exchange of sports delegations, teams, coaches and officials will be carried out in accordance with an annual schedule jointly agreed by both parties.     5. MoU on Mutual Cooperation between Pakistan National Shipping Corporation (PNSC) and Ceylon Shipping Corporation Ltd. (CSCL) The MoU provides the structure and basis for implementing and expanding future cooperation between Pakistan National Shipping Corporation (PNSC) and Ceylon Shipping Corporation (CSCL) in the joint development of shipping business. The parties agree to cooperate in the identified shipping projects, and to explore the possibilities of transportation of commodities, in particular crude oil, wheat & fertilisers subject to a competitive pricing activities.     6. MoU between the Atomic Energy Board of Sri Lanka and the Pakistan Atomic Energy Commission of Pakistan in the Field of Atomic Energy The objective of the Agreement is to develop and strengthen cooperation in the advancement of knowledge and peaceful application of nuclear science and technology for the socio economic development of contracting parties. The cooperation will be pursued in the transfer and exchange of knowledge and expertise, sharing of resources and training of personnel in specified areas including non-destructive testing methods; radioisotopes applications for medicine, industry and agriculture; Carbon 14 dating methods and application of nuclear analytical methods for marine pollution. The provisions allow setting up a joint committee comprising representatives of the two parties to identify specific projects and monitor progress.
